The New Memphis Arena Public Building Authority was created in 2001 by the City of Memphis and Shelby County to oversee construction of FedExForum, the community’s downtown arena. FedExForum is the largest capital works project in the history of Shelby County.

The PBA is comprised of 13 community leaders. Members include Arnold E. Perl, Chairman; Pete Aviotti, Vice Chairman; Julie Raines, Vice Chairman; Rep. Larry Miller, Vice Chairman; Verna Hawkins-Lambert, Secretary; David Peck, Treasurer; Otha Brandon; Dianne Cox; William Orgel; Kevin Kane; Larry Jensen; and Johnnie Turner. David Bennett is the Executive Director.
